Quality Public Transport for Auckland's Eastern suburbs

In 2008, the Auckland Regional Transport Authority (ARTA) commissioned MRCagney (then McCormick Rankin Cagney) to undertake this study into demand for high quality passenger transport (PT) infrastructure and services in the eastern part of Auckland City and the northern part of Manukau City. 

These suburbs were notable (at the time) for the absence of high quality transport corridors – both state highways and dedicated PT corridors – which contributed to congested and unreliable travel conditions. To meet these regional transport issues, ARTA, Auckland City Council (ACC), and Manukau City Council (MCC) developed a programme of coordinated and staged transport improvements.  This programme included upgrades to both road and PT infrastructure and is referred to as the Auckland Manukau Eastern Transport Initiative (AMETI). The aim of the AMETI Public Transport Implementation Study was to evaluate future demand for PT in the AMETI corridor and identify the staging and implementation of infrastructure and services needed to meet this demand. 

This study both built on and extended previous studies, by attempting to integrate dedicated bus infrastructure and services – including rapid, local, and connector networks – into a comprehensive package of staged PT improvements.  Patronage scenarios were developed using regional transport models, with outputs adjusted to allow for the impacts of oil prices, land use intensification around stations, and reform of parking regulations. The recommended infrastructure package combined on-street bus lanes, median busways, bus signal priority and off-line bus interchanges. Infrastructure was designed to integrate with and support surrounding activities in a way that contributed to intensified land use, urban design objectives and bus reliability.

Stage 1 of AMETI has been implemented, including a major interchange and off-line bus facility at the Panmure Railway Station and improvements to surrounding roadways and pedestrian and bicycle infrastructure. Subsequent phases will include construction of a busway from Panmure Station to Pakuranga Town Centre, with a future extension to Botany. 

This study demonstrates MRCagney's continued history in providing specialist busway infrastructure and and operational planning advice in New Zealand.
