MRCagney was engaged by Hamilton City Council to develop a suite of Multi-Modal Plans for five key activity centres across the city: Hamilton Central City, Hamilton East, Frankton, Waikato Hospital and the University of Waikato. Collectively, these plans provide a strategic framework for managing parking, kerbside space and access to support growth, improve accessibility and align with Hamilton City Council's transport policies and wider city-shaping objectives.

Each Multi-Modal Plan was supported by robust technical analysis and identified practical, deliverable improvements to parking and kerbside management that enable more efficient use of the transport network. Each plan clearly articulated the unique context, challenges and opportunities within each area, demonstrating how targeted transport and parking interventions could help deliver on Hamilton’s broader strategic objectives. The final deliverables were a series of concise, high-quality reports that clearly articulated the challenges, opportunities and recommended actions for each centre. Hamilton City Council has used these plans to inform engagement with elected members and key stakeholders, guide staged changes to kerbside management, and prioritise future investment. The success of the programme has resulted in an ongoing workstream supporting the implementation of the recommendations.
The final documents have been used by Hamilton City Council to engage elected members and key stakeholders on the future direction of parking management in the city centre. The project was delivered collaboratively, on programme and within the agreed scope, with open communication and regular client engagement throughout.
