Developing a Transport Management Plan

The Task

MRCagney Pty Ltd was commissioned by Rotary International (RI) to prepare a Transport Management Plan for the Rotary International Convention Sydney 2014. The Convention was held at Sydney Olympic Park (SOP) 1st June 2014 – 4th June 2014, with approximately 20,000 delegates in attendance. Key stakeholders with respect to the provision of transport services during the RI Convention include Murrays Australia, the NSW Government, Sydney Trains, the Transport Management Centre and the Sydney Olympic Park Authority (SOPA).

The Approach

During the convention the NSW State Government committed a special rail service for the exclusive use of delegates between Central Station and Olympic Park Station. Additionally delegates were entitled to free travel on Sydney’s public transport network. The shuttle bus strategy for the convention was primarily focused upon the delegates at hotels that were not within acceptable walking distances to train stations. A total of ten main shuttle bus routes were provided, predominantly for hotels in the Sydney CBD, Pyrmont, Parramatta and Rosehill. MRCagney with the assistance of Murrays were responsible for the development of the RI Convention Shuttle Bus Plan, in order to:

  • Identify the volumes of shuttle buses that were required during RI Convention; 
  • Identify the routes shuttle buses used to access and egress SOP;
  • Prepare timetables for each of the shuttle bus routes, accounting for the different activities on each day of the RI Convention during peak and non-peak periods; and
  • Identify suitable bus layovers and stops, including where necessary the use of temporary facilitates.

Overall a fleet of 80 shuttle buses were utilised during the convention. A fleet of wheel chair accessible taxis was arranged to facilitate the movement of mobility impaired delegates.
