Biography

Theodore is a planner at MRC and is currently completing a Master of Urban and Regional Planning at Victoria University of Wellington.

Theodore's reserach focuses on improving urban infrastructure delivery through compensating businesses affected by disruption. His work sits at the intersection of transport, land use, and housing, with a strong understanding of how resource management frameworks, legislation, and planning policy shape urban form and infrastructure outcomes.

At MRCagney, he contributes to evidence-based projects that respond to both policy requirements and practical delivery considerations, helping shape transport systems that are connected, efficient, and aligned with broader urban objectives.
